【大.纪.元;2026年07月17日讯】2026年7月15日,我们获悉,中国维权律师、人权捍卫者吴绍平律师于当天上午在工作途中遭美国移民与海关执法局(ICE)执法人员带走,目前已被送往宾夕法尼亚州移民羁押中心。
我们对此高度关注,并向吴绍平律师及其家人表达坚定声援。
吴绍平律师长期致力于维护中国公民的基本权利,是中国人权律师团成员,也是中国新公民运动的积极参与者。多年来,他坚持依法为法轮功学员、家庭教会基督徒、异见人士及其他遭受政治迫害的公民提供法律辩护,因此长期遭受中共当局打压。
2019年,他因代理敏感案件及参与公民社会活动,被迫离开中国,并赴美国申请政治庇护。
来到美国后,吴绍平律师继续以和平、公开、非暴力的方式,倡导法治、民主、人权和宗教自由,多次在国际会议和媒体上揭露中国的人权状况,为中国的人权事业发声。他的一切活动均属于和平表达意见和维护普世价值的行为。
众所周知,中国共产党长期打压维权律师、人权捍卫者和民主人士。“709大抓捕”至今仍是国际社会关注的人权事件,大批律师遭受酷刑、长期监禁、吊销执业资格及持续迫害。吴绍平律师作为长期公开批评中共侵犯人权、积极参与民主法治运动的人士,一旦被遣返回中国,极有可能立即遭到拘捕,并面临长期监禁、酷刑乃至危及生命安全的严重风险。
依据国际难民法和《禁止酷刑公约》确立的“不遣返原则”(Non-Refoulement),任何国家都不应将可能遭受政治迫害、酷刑或其它严重人权侵害的人遣返至相关国家。这不仅是国际法的基本原则,也是文明社会应共同遵守的人道底线。
我们郑重呼吁:
一、美国政府依法、公正审理吴绍平律师的案件,在其庇护程序完成之前,立即将其释放,不应长期羁押。
二、美国政府严格遵守国际人权法和美国相关法律,绝不将吴绍平律师遣返回中国,确保其生命安全和申请国际保护的权利得到充分保障。
三、联合国人权机制、国际律师协会、国际人权组织、各民主国家政府及社会各界持续关注吴绍平律师的人身安全和案件进展,共同维护国际社会的人权原则和法治精神。
四、全球华人民主人士、法律界、新闻媒体及社会公众积极发声,以和平、理性的方式关注此案,推动吴绍平律师尽快恢复自由,并获得公平、公开、合法的庇护程序。
一个真正尊重法治的社会,应当保护那些因追求自由、人权和法治而遭受迫害的人,而不是将他们重新送回迫害他们的地方。
我们坚信,任何人都不应因坚持良知、维护法律和捍卫人权而失去自由,更不应被遣返回一个等待迫害他们的政权。
我们将持续关注吴绍平律师的处境,并与国际社会一道,为保障其合法权利和人身安全继续努力。

On July 15, 2026, we learned that Attorney Wu Shaoping, a Chinese human rights lawyer and defender of human rights, was taken into custody by officers of the U.S. Immigration and Customs Enforcement (ICE) while traveling to work that morning. He has since been transferred to an immigration detention facility in Pennsylvania.
We are deeply concerned by this development and express our firm support and solidarity with Attorney Wu and his family.
Attorney Wu has long been dedicated to defending the fundamental rights of Chinese citizens. He is a member of the China Human Rights Lawyers Group and an active participant in China’s New Citizens Movement. Over the years, he has provided legal representation, in accordance with the law, to Falun Gong practitioners, house church Christians, dissidents, and other individuals subjected to political persecution. As a result, he has been subjected to sustained repression by the Chinese Communist Party (CCP). In 2019, because of his representation of politically sensitive cases and his involvement in civil society activities, he was forced to flee China and subsequently sought political asylum in the United States.
Since arriving in the United States, Attorney Wu has continued to advocate peacefully, openly, and nonviolently for the rule of law, democracy, human rights, and religious freedom. He has spoken at numerous international conferences and in media interviews, exposing China’s human rights abuses and speaking out on behalf of those whose rights have been violated. All of his activities have constituted the peaceful exercise of freedom of expression and the promotion of universally recognized human rights values.
It is well known that the Chinese Communist Party has long persecuted human rights lawyers, human rights defenders, and pro-democracy advocates. The “709 Crackdown” remains one of the most serious human rights cases of concern to the international community, during which large numbers of lawyers were subjected to torture, prolonged imprisonment, disbarment, and ongoing persecution. As a long-time public critic of the CCP’s human rights abuses and an active advocate for democracy and the rule of law, Attorney Wu would face an extremely high risk of immediate arrest, prolonged imprisonment, torture, and even threats to his life if he were deported to China.
Under the principle of non-refoulement, as established under international refugee law and the United Nations Convention Against Torture, no country should return a person to a state where they would face political persecution, torture, or other serious human rights violations. This principle is not only a cornerstone of international law but also a fundamental humanitarian obligation shared by civilized societies.
We therefore solemnly call upon:
1. The United States Government to handle Attorney Wu’s case fairly and in accordance with the law, and to release him immediately while his asylum proceedings remain pending, rather than subjecting him to prolonged immigration detention.
2. The United States Government to fully comply with international human rights law and applicable U.S. law by not deporting Attorney Wu to China under any circumstances, and to ensure both his personal safety and his right to seek international protection are fully safeguarded.
3. The United Nations human rights mechanisms, international bar associations, international human rights organizations, democratic governments, and all sectors of civil society to continue monitoring Attorney Wu’s safety and the progress of his case, and to uphold the principles of human rights and the rule of law.
4. Chinese democracy advocates around the world, members of the legal profession, journalists, and the broader public to speak out peacefully and responsibly in support of Attorney Wu, helping to secure his prompt release and ensure that he receives a fair, transparent, and lawful asylum process.
A society that truly respects the rule of law must protect those who are persecuted for pursuing freedom, human rights, and justice—not return them to the very regime from which they fled.
We firmly believe that no one should lose their freedom for following their conscience, defending the law, or protecting human rights. Nor should anyone be returned to a regime where persecution awaits them.
We will continue to closely monitor Attorney Wu’s situation and work alongside the international community to safeguard his legal rights and personal safety.
